I must say I feel most deeply indebted to the Council and officers for the magnificent way in which they have faced the immense burden, and I find it difficult to express my feelings with regard to the splendid spirit of the people in general, and the devoted service of the whole of your police officers, fire brigade, AFS [Auxiliary Fire Service] and Civil Defence workers. I observed too, to what an enormous extent other voluntary helpers and organisations had rallied to the assistance of those in distress - a tribute not only to their fine spirit, but also to your organisation ...
