Elected as Conservative Councillor for the Ecclesall Ward in February 1901. Made manager of the Whitmarsh and Company Brewery in 1888 and later became the managing director of Whitmarsh, Watkinson and Co.
In 1900 he held a commission in the Sheffield Volunteer Engineers.
He was the prospective Conservative candidate for the Sheffield Hallam constituency. Later elected MP for Rotherham, 1918 - 1923. He was knighted in 1923.
Resides at Holly Court, Ecclesall.
