Christmas bubbles should have a maximum of 3 households.

Bubbles allowed households to form a connection with another household and act as though they lived together. In the latter part of 2020 these were limited to support bubbles (a connection between a household with only one adult in the home to another household of any size); the rules were relaxed for one day only (Christmas Day) to allow 3 households to form a bubble.
